I like it when a business has the balls to tell its customers what they need rather than giving them what they want. My day is filled dealing with issues created because someone decided to make software do what an uneducated customer wanted rather what they needed. FogCreek seems to have a good knowledge of their customers and their customer's business. I've set up and maintained several defect tracking systems and now I'm having to deal with a corporate mandated one that is horrible. From the evals of FogBugz it does seem that they understand their customer's needs. It's too easy to create software that makes you look like you know your customer's business when really you don't.
